I don't know which "Federal Government" you are dealing with but
within DOD it is pretty much IE on the system and the user does
not have the needed rights to install another browser.  I was
actually (pleasantly) surprised to find the standard image at DISA
had Mozilla on it in addition to IE.  A good thing, too as there
were a number of official sites we used that didn't work wirh IE.  :-)
