Yes - all you need is VAXSET, DECSET is un-necessary.
The new PAKs should be as good as or better than previous sets.

As an FYI, there was an issue with the DSPP TRU64 UNIX PAKs, the
problem was a missing space where it was needed.  The DSPP website
should have the correct (fixed) file in the next 24-48 hours.
