Try HELP COMMANDS PLOT
You can also try

   SET PLOTS SYS$SYSROOT:[SYSCOMMON.DTR.DTR$LIB.PLOTS]
   plot wombat

and of course it is always good to do;

   HELP Commands_Statements_Clauses WOMBAT
   HELP Commands_Statements_Clauses WOMBAT advanced
