SWS is most certainly Apache.

Mine identifies itself as:

Server: Apache/2.0.52 (OpenVMS) PHP/5.2.6

The Apache license permits those modifying the code
to keep the modifications closed source.

(I doubt that it is the case for VMS, but ...)

IBM HTTP Server and Oracle HTTP Server are both Apache
as well.
