Not a very detailed description of anything, hardware or
software.

As usual, showing actual commands with their actual output
can be more helpful than vague descriptions and
interpretations.

You seem to have missed Step Zero: Get the VMS Installation
Instructions. Should be available somewhere under "hp.com".

> You need to [...]

Advice which begins this way is usually wrong. There is
almost always some other thing which you could do. In this
case, for example, something like the following might be good:

      b /10000000 cd-rom_device

Around here, for example:

>>>b/10000000 dka400
(BOOT/R5:10000000 DKA400)

  2..
-DKA400
  1..0..

From here, one can use _normal_ BACKUP (and other DCL
commands), which can be much more convenient than using the
rudimentary Standalone BACKUP which you might get from a
default boot from a normal VMS VAX installation CD-ROM.

> BACKUP/IMAGE/NOALIAS device:VAXVMS073.A/save disk:/INIT

I would not bet on the /NOALIAS part of that suggestion
(unless it's in the official VMS installation instructions).
Also, "VAXVMS073.A" should probably be something like
"VMS073.B". Really, I'd get the instructions before I trusted
any of the free advice you'll get here. Seriously. And that
includes mine. Honest.
