I used Phil Wherry's instructions, which are available here:

The BACKUP command described by the others can be seen if you scroll 
down aways. If you're installing on real VMS hardware, you just ignore 
the part about compiling and configuring SimH. Otherwise it should be 
very similar, if not completely the same, as installing on a real VAX.

Phil takes you all the way through setting up a user account. I found 
his instructions very useful and I still refer to them once in awhile.

If you don't mind my asking, what are you trying to install VMS on?
