[Info-vax] RX2600 SYSTEM ALERT (WAS: rx2600 hotplug)

As I wrote before, my rx2600's front bezel System LED is blinking 
orange. The system seems to work fine, but I'd rather have the System 
LED be green.

When I shut down VMS and switch to the MP using CTRL-B, I get the 
following SYSTEM ALERT:

What does this mean, and what can I do to fix it?

The firmware in this system is quite old, I think:

Also, there's no USB keyboard or mouse connected.
