I've done this several times. You can use the instructions at
 http://www.montagar.com/hobbyist/vax_kit.pdf
See Section 4 for the explicit instructions.
Briefly...
Suppose your cdrom is dka400: and your disk is dka200:
Then power on the vaxstation and, hopefully, get the >>> prompt.
Then
 >>> b dka400
to boot the cd, and you'll get the ususal Enter date and time, etc.
When you get to the vms $ prompt, enter
 $ backup/image dka400:vms073.b/save dka200:
That'll take some 10 minutes, depending on cd drive rrd42,43,whatever.
Then you'll be asked press F5 on the terminal keyboard to halt the
system and get back to the >>> prompt.
Then
 >>> b dka200
to boot from your disk that you just installed vms on.
You'll get asked lots of questions, e.g.,
 o the volume label is ovmsvaxsys
 o the cdrom drive is, as per our assumption, _dka400:
   (type that with the leading _ and trailing :, or you won't be happy)
 o pretty much answer Y to all the rest, using your own judgment.
And you can probably begin to figure out the rest from there.
