When the queue manager starts a job, it accesses SYSUAF to get all the
quotas etc for that user. If it can't do it, or if the user is non
existant on that node (think abnout a cluster with 2 SYSUAFs), then the
job cannot start and the error message is from the queue manager.

Your output seems to indicate that the batch job did start. So at that
point, SYSUAF would be properly readable and your user record was there.

This is more likely something to do with MAIL than with the system.
