[Info-vax] Python/ctypes available on OpenVMS IA64 servers

You probably missed it but Python/ctypes is since quite a couple of
months also available on OpenVMS IA64 servers. A follow-up of this
work is the already announced Java Native Access (JNA) port. Like all
these libffi based implementations, it allows you direct access from
your preferred language to native code without any need to write any
intermediary C/C++ code using the language API or using assisting
tools such as SWIG.
