This should work.  Another approach would be to put node-specific stuff 
in SYS$SPECIFIC:[SYSMGR]SYSTARTUP_VMS.COM and then at the end call 
SYS$COMMON:SYSTARTUP_VMS.COM (perhaps checking for its existence first).

If you ever have more than one system disk in the cluster, you will 
probably want to move many files off the system disks so that they can 
be shared by all nodes.
