[Info-vax] DECwindows no longer starting on satellite

This will only work if the /AUTHORIZATION=[...] is different. 
Otherwise, there would be no point in node-specific licenses.

Just to avoid unnecessary replies, I think you now know that LICENSE 
REGISTER and LICENSE MODIFY are one-time commands (usually interactive) 
and LICENSE LOAD happens automatically at boot, so you don't need any 
LICENSE commands in the startup.
