If it is an image backup and holds a working VMS then simh will boot
off it.
You can copy it on a Windows system (I only have NTFS volumes) without
a (technical) problem.
Copy the saveset back to a VMS system and you might need to correct
file attributes.
Use FTP (in Image mode) and copy and the file remains intact.
