Yes, at least by the time of OS/VS2.  I did it once for tapes to
transfer to VAX.  (Probably about VMS 1.0.)

The problem at the time, though, was that ASP (now known as JES3)
didn't know about them, and it is usual to premount and verify
the label before passing the job off to OS.  After some discussion,
it was found that the DEFER mount option, which requests that the
tape mount not be done until the job step needs it, would allow
skipping the ASP mount verify.

Not only does it process ANSI labels, but also does an EBCDIC
to ASCII conversion on the data.
