Even page/swap files on the system disk need to be installed somewhere
during the startup process. OK, SYS$SYSTEM:STARTUP.COM does it early,
but only if the files exist. OpenVMS will boot fine without them. So,
yes the minimum size is zero. If you decide for this size, I recommend
that you *NOT* create the files!
