Thanks for the link, Craig. I have another addition but unfortunately
the ITRC site is dropping connections when I try to sign in. Sigh.
For DECnet Phase V installations, there is an executable to fix missing
NET$* rightslist identifiers:
$ RUN SYS$UPDATE:NET$FIXUP_IDENTIFIERS
Documentation of this is scarce. Here's a comment I made in Notes over
on EISNER (Conference VMS, Topic 3540):

The documentation only appears to mention NET$FIXUP_IDENTIFIERS.EXE in
Appendix C - "System Files Loaded During Installation" of the DECnet
Plus Installation Manual. I did dig up something on the HP website
that mentioned it could be used when importing RIGHTSLIST.DAT from
another system, but I suspect that's not the whole story.
