[Info-vax] simple image processing

ImageMagick can be built. I'm sure it can, because I did it once, years 
ago. Ahem.

I have IA64 binaries of Convert.exe which I'm using to resize and 
watermark images on the fly. I can certainly get that to you, if that helps.

I'd like to have a newer one, but the build scripts seem broken, or I'm 
just too dense to understand what I'm missing- probably the latter.
