Well, a guy pointed me to a file that has the PAKs of what I believe
are all (or at least a lot of) the packages "retired" by DEC-Compaq-
HP. I don't know if I'm wrong, but they all include the following
line:

/AUTHORIZATION=CSLGVMS-RETIRED-XXX

with XXX being some number... I guess this reads "Compaq Software
License Grant for VMS Retired Software"... I tested it with BLISS-32
(also "retired" software just like VAX LISP) and it worked...
