You could take a look at DIX (downloadble from oooovms.dyndns.org).
Dix knows the layout of the .audit$secutity file and the accountng
files.
$dix/file/out=temp.tmp sys$manager:security.audit$journal
$dix/file/out=temp.tmp sys$manager:accountng.dat

See als the dix/help for the /csv qualifier, and optional the search
options.
