Outsourcing companies (Infosys and the likes) face the same problem.
When they are negotiating a contract, they have a plentiful supply of
specialists (they probably don't even know what OpenVMS is). But when
the day comes that they really have to take over, they are desperately
looking for external consultants. And because they are not willing to
pay reasonable rates, their success rate is even lower!
