I can only speak for the UK here, but there would be at least three
problems for the owner or manager here.
1. The Weights and Measures folks.
2. Sales Tax (known as Value Added Tax in the UK, and that's the
Customs and Excise department who collect alcohol tax as well).
3. The Inland Revenue.
On points 2 and 3, the assumption is that the vendor hasn't been
declaring their full takings, pocketing the difference tax free instead.
