For the MTA, a portion of the bridge and tunnel tolls are used to
subsidize rail and subways.

For the PA (Port Authority of New York and New Jersey), a portion of
the bridge and tunnel tolls are used to subsidize the PATH trains and
perhaps other things. But it appears the PA gets what it wants. They
recently upped Hudson River toll crossings (and the Goethals Bridge
and Outerbridge Crossing) from $8 to $12! The toll is collected only
for New York bound traffic.

The PA is a huge conglomerate of transportation entities.

As for local toll roads, the tolls are used solely for the roads
themselves, as far as I now. I don't know if they pay for themselves.
I'll get back to you if I find anything about it.

As for further detail as to what money goes where, I know not.

I recall reading in this very newsgroup that E-ZPass toll collection
uses computers running VMS. You do the math.
