Yes. However, the relevant question is whether cows (or whatever)
significantly raises the average amount in the atmosphere. If I have a
bathtub with water running in and water running out the drain, so that
the level is constant, then everything coming in eventually goes out.
However, this equilibrium can exist at various levels.
