The network may technically be up but I have found it is one of the last
things that actually responds. I get a console prompt on my servers running
Solaris 10 before they will respond to an SSH request. I don't think there
is any danger.

Maybe their definition of "fully booted" does not mean "fully up" since
booting is a pretty specific phase of loading the OS.

In theory, but I don't believe so in practice.
