Taxing carbon at the drill/mine site is the simplest because you only
tax "bad carbon" (aka: carbon being added to the atmosphere) and you
make products based on that bad carbon less competitive against products
that don't use such bad carbon.
And yes, the long term goal must be to stop drilling for oil and coal
because they keep adding carbon to the atmosphere. So providing
disincentive to use them and develop other sources of energy is the
right way.
And by taxing at the source, it is a lot simpler than taxing everything
at retail.
(and yes, this also means taxing oil and coal imports).
