Is Bliss used for low level VMS stuff ? I thought it was used more in
various utilities and applications than in the actual operating system.
(in other words, is Bliss code really involved in the early bootup
sequence that gets you to a $ on a minimum startup with startuyp file
set to OPA0: ?
