You need: BLISS, C, Macro-32, and a native assembler.  All four.  All at 
once.

Eventually for the audit_server and security_server, you need Ada.

And a few pieces of the Pascal RTL are written in Pascal.  Since the only 
consumer is the Pascal compiler, by definition, you will have the compiler 
by the time the RTL is needed.
