OPENV$ROOT is a "routed logical" or "concealed device" that acts
much like an ordinary decvice. Plain standard VMS practice.

what does DIR OPENV$ROOT:[EPC] say ?
Is there a EPC$CLI_ALPHA.EXE file in that directory ?

Is there a EPC$CLI_ALPHA.EXE somehere else
(DIR _$4$DKA200:[000000...]EPC$CLI_ALPHA.EXE) ?

Do you have some installation instructions för this "EPC" product.

If you do DIR OPENV$ROOT:[000000] you will look into the
_$4$DKA200:[OPENV] directory. That is the "root" of OPENV$ROOT:.
