VAX is hardware and as such doesn't have commands to mount NFS shares.
It would be like me asking you the commands for a Pentium to do a file
transfer with ftp.
Since you're looking for a TCPWARE command, I'd say you should check the
resources available from the manufacturer, which I'd say is Process
Software.
