I don't think they are stupid. Morally reprehensible, yes. The whole
idea of spam is that one sends many emails since only a few respond,
but those few make it worth the trouble. However, I can imagine that
customers of spammers pay more for "high-quality" (i.e. likely to
respond) addresses.
