Jersey walls just aren't thick enough to put in a left turn
lane. In most states most roads require a median when possible.
This is true even of most of the original 13 colonies, so the age
of the state is not an issue. Most of the US got and started dealing
with automobiles at about the same time.
But Jersey walls are cheaper. And you know how some folks in NJ feel
about paying for government expenses.
