You'd have to get to the $, use SYSGEN to remove SYARTUP_P1 (set to
null) and then invoke @SS%SYSTEM:STARTUP

I think you may have to supply it with "FULL" as parameter, but am not sure.

Minimum stsartup is caught by STARTUP.COM. So everything before it
proceeds normally.
