Free syringes has ONLY one impetus and that is to avoid the spread of AIDS.
IV drug users don't care.  And, offering syringes without the drug does NOT
lower any costs of crime that is committed to support these habits.  You've
got to be drugged out yourself to even think such nonsense.

I've lived a 5+ year heroin nightmare, so please don't pretend to preach to
the choir on this.  Thank you.
