Clinton existed during prosperous times. So loose monetary policy with
regards to mortgages was not required to prop up the economy.

Clinton did "allow" the .com boom to exagerate with the bubble bursting
just as he left, giving Bush Jr a difficult start.

But Bush Jr made things worse with his reaction to 9-11 which created
another recession and that one resulted in the use of loose fiscal
policies to artificially prop up housing and mortgages to paliate a bad
economy.
