No.  It shows:

OpenVMS V7.3-2  on node LEEBIG  20-DEC-2011 21:39:24.18  Uptime  69 18:09:45

I know when the boot time was (approximately) since it was a cluster 
reboot:

$ write sys$output f$Delta_time("12-OCT-2011 3:30","")
  69 18:13:12.13

Close enough.
