[Info-vax] HP notice: MANAGE PCSI kit installation failures

fail to install claiming mandatory dependencies are not already
installed if those mandatory ECOs were not installed individually
instead of as part of an UPDATE kit.  The UPDATE kits (UPDATE V15 for
VMS 8.3 Alpha in my test case) DOES include the dependencies, or they
were previously installed but the MANAGE kit fails anyway because the
UPDATE kit has issues.  More ECO problems...

While reviewing this problem I'm still getting 500 error pages all
over itrc.

I'm so glad I have a test system...
