[Info-vax] backup weirdness

Explain:

In other words, even though, according to HELP, all commands are
"command qualifiers", a) I can't use this conbination (which I'm sure
I've used before, but maybe on another version/patch level of VMS) and
b) the error message seems completely off the wall.
