[Info-vax] Telnet problems

Have the following system
VAX 4000-100A with VMS 7.3 and UCX 5.3
80 megs of ram
Problem is when ever I try to telnet it takes 1 minute and 5 seconds
(yes I timed it) before I get a username
prompt. This is the only system that I'm  having problems with

Telnet does work, but this delay is strange. Any thoughts
