I just did INIT/SYS several times on a 1-GB disk (RZ26L).  I kept 
getting a cluster size of 16, even though I didn't specify this.  This 
is with VMS 7.3-2.

In the old days, I never specified cluster size.  With 1-GB disks, I 
always got 3.  According to HELP BACK/INIT, I should get this since it 
is larger than what is otherwise used as the default.  Why in the world 
should I get 16?  It's not even a default in any situation.  I just had 
INIT/SYS/HEADERS=50000, nothing else.

I originally wanted to move one member of a shadow set to another
machine (and from a BA353 to a BA356), but couldn't pull the SBB out of
the BA353.  So I put in another disk last night, but apparently it was 
bad since the copy still wasn't finished this morning, so I aborted it 
and replaced the disk.  The copy is now proceeding normally.  When this 
is done, I will remove one member then use the other member to 
experiment with DDS.  If that works as designed, I will bring a larger 
member into the shadow set, then drop the smaller one, then bring 
another large member in, i.e. DVE.  But first, since this is a disk 
which I can't dismount when things are running, I'll have to add some 
code to the startup to mount it privately first, then do SET VOL/LIMIT, 
then dismount it, then do the normal cluster mount.  Unless I am missing 
something, this means that with DVE one is stuck with the original 
cluster size forever.  With this particular disk, I can live with 3, 
even if it grows from 1 to 4 GB.  In other cases, however, one might 
want another cluster size.  Short of doing an image backup then 
recreating the shadow set (i.e. not DVE per se), is there any way to 
increase the cluster size with DVE?
