You might be right.

I guess my next move would be to disable startup of DECNet and TCPWARE
in  SYSTARTUP_V5.com (??), reboot, and then run NETCONFIG.com
(including the running of the commands)    This should populate the
circuits and lines in ncp, with what OpenVMS actually sees.

Check that mc ncp shows the correct information  ("show exec" - check
DECNet Address, "show known lines"/"show known circuits" - check
device names)

All oK, then start DECNet, if you want it.   "@sys
$manager:startnet"    (Remember, Decnet will change the MAC address on
the NIC, so it needs to be started before tcpip, if at all)

Now try starting TCPWARE..    (@TCPWARE:STARTNET)
