Works OK for me, remembering that \ has to be escaped:

raksha% cat > C:\\test.txt
Hello world
raksha% ls -l
total 2
-rw-r--r--   1 rde   justso        12 Feb 18 22:33 C:\test.txt
raksha% cat C:\\test.txt
Hello world
