[Info-vax] INIT/LIMIT, SET VOLUME/LIMIT, /MAXIMUM_FILES, /CLUSTER_SIZE

Apparently that second disk was flaky.  A few INIT tries gave "device is
offline" or "parity error".  Replaced it with an identical one and now 
it looks like the other disk, in particular maximum files is much higher 
than that given by the formula in HELP.

I didn't specify /MAXIMUM_FILES and the value is larger than the largest 
possible value, according to HELP.

Maybe there is some undocumented interplay between /LIMIT and maximum 
files.

I am still puzzled.
