Consider HP's policy on VAX VMS: officially nobody want to upgrade to a
newer version because their systems are stable. No need for patches, no
need for new software.
HP is likely expanding that policy to Alpha. If you don't need
patches/new softrware, then you don't need a browser on VMS to download
them.
And what browsers are available are probably enough to download patches.
You don't need fancy flash, javascript, CSS on VMS they would argue.
Remember that VMS is just a server OS now. There is still X11 but only
meant for system management, not for desktop use. For desktop you need
to use a real HP hardware running windows for that.
