Yes and no.
Yes, at is means, that the VAX-VMS License isn't accepted,
because the SIMH hardware doesn't match the old/real one.
Fix the SIMH config (and this problem is gone).
Without such a VMS license, many things won't work.
Like, you cannot login (except from the console device).
As you are using VMS in SIMH with only the console device
means, you get an error message every time you login,
but you can login (as you already have noted).
No, as it means that the TCPware problems are not
related to the missing VAX-VMS license...
