Note that VMS 8.4 UPDATE kits have been different from UPDATE kits on
previous versions. The V8.4 kits have contained new hardware support,
new functionality and bug fixes (some new, some previously released).
The UPDATE kits of other versions are collections of previously
released kits.

That said, there should be more in the I64_V84I_MASTER_ECO_LIST file
and I've asked about this.
