License issues may be fixed for layered products if they have the
"MODIFY" attribute.
Just set the number f license points to zero. If you're running VMS on
simh with your original licenses then you're violating the agreement
anyway.
The VAX(server)3900 emulated by simh has other ethernet hardware.
Reconfiguring TCP/IP (and possibly DECnet) is necessary. If you can't
do it, try to contact somebody who can.
