One trick I've seen successfully employed was to insist that the kit 
bought be able to run a piece of software which is only available on 
your desired platform.

"Yippee we got a VAX instead of an ICL or Nixdorf" (EU funded project).

I'e also seen "forced" purchases end up not able to do the job they were 
supposed to do and ending up with a solitary programmer uselessly 
employed, just to save face about the expenditure involved.
