Goto the main OpenVMS page at http://h71000.www7.hp.com/.
At the bottom of the page it says:

 > The Java™ Platform, Standard Edition, Development Kit (JDK) for HP
 > OpenVMS is distributed with OpenVMS and is available for download.

"download" is a link getting you to the actual page...
