[Info-vax] CSWB and JPEG files

Maybe I'm beating a dead horse, but....  VMS is fine for a web server.
But, we all know that modern web browsers on VMS don't exist.  In many
cases, if I can't view a site with CSWB, then it isn't worth
viewing---probably full of bells and whistles and not much content. 

However, really simple stuff should work, like displaying a JPEG file,
right?  It seems that sometimes JPEG files will display, sometimes they
won't---though I get an icon briefly before the file starts loading and
the scroll bars (any way to get it automatically scaled instead?) show
that it knows the size (in pixels) of the file (and the loading time
indicates that it actually loaded it all), but all I see is a blank
page.  The file itself is probably OK since a non-VMS web browser can
see it fine via http (file residing on VMS web server).  (On VMS, I
tried http from a web browser to a web server on the same machine, but
using file:/// has the same problems.) 

Is there some limit to the size (in bytes) of JPEG files which CSWB can 
display?
