What tools are you trying to use to open the file (on the PC side
right)
Could it be a problem on the application side? Is there a specific
error?
Can you open it with an other tool? For example perl?
Can you copy the file file to a local filesystem and does it work from
there?
32MB, as in mega bytes. or just 64,000 OpenVMS disk blocks right?

Perhaps share a DIR/FULL output?
